Provo Westside Connector Environmental Impact StatementProvo Westside Connector Environmental Impact Statement The Federal Highway Administration, Utah Department of Transportation, and Provo City contracted BIO-WEST to prepare an Environmental Impact Statement (EIS) for a new road between the Provo Airport and the University Avenue interchange on Interstate 15. The EIS process included comprehensive public participation, stakeholder collaboration, agency coordination, transportation analysis, a participatory alternatives-generation process, impact analysis, mitigation design, Section (4)f evaluation for potential historic properties, document preparation, and a Record of Decision. Primary issues included wetlands, threatened and endangered species, wildlife and vegetation habitats, land use changes, traditional agricultural operations, public interest, and historic properties.
